Try to Talk about the Contingency and the Inevitable Requirement of the Military Ministry's Emergency in Qing Dynasty

军机处,作为清代的一个重要的政治机构,它的出现,既存在现实偶然事件需要、个人因素等偶然因素,更是时代发展、集权需要、封建专制趋向的必然要求,是历史的偶然与必然之合成。自雍正年间成立以后近二百年间,对中国的政治走向产生了重大的影响。

The Military Ministry is an important political organization of Qing Dynasty. Its emergency is prorooted by the contingency of personal factors and accidental affairs, and more importantly, by the inevitable requirement of social development, centralism, and the feudal autocracy. It is the combination of inevitabil- ity and contingency. Its establishment casts great influences on the political tendency for nearly two hundred years since the regnum of Yongzheng.
