学前师范教育急需调整发展机制、加强宏观调控

On Preschool Teacher Education ’s Development

目前，学前师范教育发展模式以市场为主进行调节，导致事业发展存在盲目性以及生源质量、教育质量和社会效益的严重下滑。学前师范教育是一种特殊的公益事业，政府应该对它的发展担负起主要责任。目前应进行八个方面的扶持和管理：一是以省为主制定学前师范教育发展规划；二是每省办好一所大专层次的学前师范院校；三是制订学前师范院校的刚性拨款标准和经费使用比例及其奖励措施；四是定期对学前师范院校进行办学水平坪估；五是恢复对学前师范学生免收学费、补贴生活费等优惠政策（作为对报考学前师范教育的补偿），设立定向培养补助费，吸引优秀学生报考学前师范院校，毕业后到经济欠发达地区或农村地区从教；六是细化和强化招生计划；七是制订学前教师的任职标准；八是制订学前教师的待遇标准，鼓励他们终生从事学前教育，提高学前师范教育的效益。

There have been many serious problems since the market has played the elemental role in the development of preschool teacher education, such as the decrease of the education quality, its students quality and its social profits. As a special public enterprise, preschool teacher education needs the government＇s supports greatly. The government should take effective measures in this field. The authors give their suggestions as fllows.
