Negotiation conference is the authority organ of Tibetan tribes at all levels.The epic Gesar is the living fossil of the tribal society in Tibetan prehistory.Taking it as the corroboration,this thesis explores the organizational form,content,characteristics of the negotiation conference in ancient Tibetan tribes.
