建设农村和谐社会,制度安排和谐是核心。就当前我国农村实际而言,应该进一步改革和完善以农民土地承包经营权、宅基地使用权为核心的产权制度,尽快打破公社遗留体制,整合农村各种社会力量,建立农村基层和谐的组织制度和有效的治理结构。

As to the establishment of a rural harmonious community, the harmony of system arrangements is the core. As far as China＇s present countryside status is concerned, we should further reform and improve the propertysystem arrangments including peasants＇ land contracting management right and residence access right. It is suggested that community bequeathed system should be broken as soon as possible, that all kinds of rural communities＇ power should be conformed and that rural foundation harmonious organization system as well as effective administration structure should be set up.
