公共管理理论在中国的适用性分析

On the Applicability of the Public Management Theory in China

公共管理理论是特定社会和一定历史发展阶段上的产物,它的出现及应用具有阶段性和区域性的特点,不能跨越时间和空间界限。针对中国特殊的国情和历史发展阶段,中国的公共管理应理性地借鉴西方公共管理理论,通过宏观制度建构、中观组织重构和微观的公民参与三个工具理性,来实现公共利益的价值理性。

The author holds that as a product of a particular society at a particular historical period, the public management theory is limited to its own time and space. The Chinese theory in the same field needs to be complemented by the western theory so as to realize the value of public interest through strategic system construction, organizational restructuring and tactic public participation.
