《道路交通安全法实施条例》 中信号灯通行规定的缺陷和改进

Deficiencies in Signal-Related Right-of-Way Specifications in the Implemental Regulations of National Highway Safety Law & Suggested Improvements

分析了《中华人民共和国道路交通安全法实施条例》在交通信号灯通行规定的体系结构上存在的缺陷,提出了以信号显示为核心的交通信号灯通行规定体系结构,并按新的体系结构对交通信号灯通行规定重新进行了阐述,同时对通行规定中涉及到的现行交通安全法规和交通管理工作中存在问题提出了相应纠正和改进的建议,为进一步完善该条例以保证道路交通的安全和畅通提供借鉴。

This paper firstly identified deficiencies in the structure of framework for the specifications on rightof-way at signal controlled intersections in the Implemental Regulations of National Highway Safety Law, a new framework which is based on signal indications was then proposed, and all the specifications on right-of way at signal controlled intersections were reviewed under the new structure of the framework, corrections and improvements were also made to the current traffic management laws, regulations, and day-to-day practice. We hope that these suggestions can be considered by lawmakers for adoption to ensure the safety and efficiency of our nation＇s highway system.
