摘要
以秩序分析的框架审视矿难,市场无序、法规失灵、政府缺位与越位等根本性的问题凸显出来,因此矿难的归因不能仅仅停留于官员和企业主的道德审问上,也不能把问题简约化为利益驱动,管理制度才是根本。对其治理不能仅仅依赖于企业的内部管理和技术防治,应把视域确立在社会-技术的综合模式上。从社会的非技术因素上看,公共管理是矿山秩序重建的关键。
Examining mining accidents from the angle of system analysis, we will find many basic problems, such as chaotic ordinate market, regulation failure, too weak or too strong government and so on. We could not attribute mining accidents only to the moral shortages of government officials and mining employers, or simplify the problem as profit seeking; management system is the basic point. We should not only rely on the inner management and technology prevention of the enterprise, but also fix our sight to the comprehensive model of society - technology. Considering social non - technological factors, public management is the key point of reconstruction the mining systems.
