新疆农村劳动力转移的现状、特点及对策

Current Situation,Characters and Measures in Transferring Xinjiang's Rural Labors

据统计调查分析,当前新疆“三农”问题突出表现为三个方面:一是农民增收困难,渠道狭窄;二是城乡收入差距持续扩大;三是农村富余劳动力迅速增加,且至少有三分之一的农村劳动力就业不充分。党的十六大报告提出,转移农村劳动力是解决“三农”问题的根本出路。本文通过对新疆农村劳动力转移的现状和制约因素的分析提出了加快新疆农村劳动力转移的对策建议。

The report for the sixteenth Sessions of CPC suggests that transferring rural labor force is the fundamental way out for solution to the problerns ＂agriculture, farmer and rural economy＂. Recently, the project team made a careful discussion about the overall situation of transferring rural labor force, main factors restricting the rural labor transfer and ideas for accelerating the rural labor transfer and increasing labor service income in relation to Xinjiang＇s reality.
