摘要
我国国有饭店总体发展战略适宜采用渐进式改革战略,总体战略目标是国有饭店最终退出国有资产序列,使国有饭店完全走向市场。总体战略目标可以分解为国有、非市场化运作;国有、半市场化运作;公司所有、市场化运作;私有/公司所有、市场化运作四大目标模式,分别与留守战略、管理权退出战略、产权部分退出战略、产权整体退出战略相对应。确定为留守型国有饭店的最终退出问题,可以采用分“三步走”战略实现。
The whole development stratagem of stated - owned hotels should adopt largando development stratagem in order to realize the final exit tithe state-owned property fight and as a result the stated- owned hotels may entex the market step by step.The total target of stratagem is composed of four target modes: state-ovmed property and non-market runing, state-owned property and half - market runing, company property and market ruring, company or private property and market runing.
