浅谈政策对控制医药费过快增长的作用

The role of policies in holding the rocketing of medical cost

70年代末以来,出现了一些促使医疗成本及医疗费用大幅度增长的因素,成为我国经济和社会发展中一个重要的政策性问题。而政策引导不当尤为关键,其原因在于制定政策的理论依据不够正确,卫生经济政策的协调欠佳,原有医疗制度的弊端尚未完全消除,一些地区、部门自行制定的土政策违背国家利益。要控制医药费用的过快增长,必须科学地制定和严格地执行政策,为此,要重视理论研究、注重解决与政策有关的关键问题,同时做好政策的配套与协调工作,并正确执行政策。

Since the 70s,a few conditions have appeared,which cause the rocketing of medical cost,which in turn become a pressing policy problem related to China's economic and social develop- ment.Formed on a shaky basis,the relevant policies mislead and end up in national difficulty.Troubles often come from incorrect basis upon which policies are formed,from loose coordinations of health eco- nomic policies,from the overhanging defects of the old health system,and from policies made by local governments,which conflict with the national interest.To put the rocketing medical cost under con- trol,related policies must be formed on a scientific basis and implemented word for Word.with this purpose in view,attention should be focused on the study of ideology and on the solution of problems connected with public policies,the completion,coordination and proper execution of which are due to be attended to.
