健康河流的评价指标和评价标准

Indicators and criteria for evaluation of healthy rivers

从河流的健康内涵出发,立足于河流的特性,考虑到河流的服务功能、环境功能、防洪功能、开发利用功能和生态功能,借鉴国内外对健康河流的认知水平,遵循科学、实用及简明的评价原则,构建单一目标层、5个准则层和25个具体指标的健康河流评价体系,探索性地提出了健康河流的评价标准。以澜沧江为例对建立的评价指标、评价标准和评价方法进行了验证应用。成果为健康河流的定量评价提供了技术手段。

The evaluation system for assessing the health of a river is suggested. It includes an objective layer, a rule layer.with 5 factors and an index layer with 25 defined indexes based on the connotation of river＇s health and river＇s characteristics. In the system, the functions of a river including its role in service, environment, flood control, ecology and its development and utilization are considered. The proposed evaluation indicators, criteria and methods are applied to assess the Lancang River in China for demonstration.
