Practice and strategy on management of sand excavation in Yangtze river channel

《长江河道采砂管理条例》自2002年1月1日开始实施。水利部长江水利委员会和沿江各级水行政主管部门对长江河道采砂实施依法管理,做了大量富有成效的探索工作。实践表明:领导重视,责任明确,是做好采砂管理工作的前提;完善相关法规,制定与《条例》相配套的管理制度,是做好采砂管理工作的基础;理顺、完善采砂管理体制,切实落实“四个专门”,是做好采砂管理工作的重要保障;对违法采砂始终保持高压严打态势,是维护河道采砂管理秩序的重要手段;积极稳妥地推进可采区解禁,保障采砂管理工作依法有序,是采砂管理工作的关键。

After the Regulations on Sand Excavation in Yangtze River Channels came into effect on January 1, 2002, Yangtze River Water Resources Commission and water administrative departments at all levels along the Yangtze River made great effective efforts in sand excavation management. It is proved by practices that strong leadership and clear responsibilities are the precondition for sand excavation management. Perfecting relative rules and establishing management systems associated with the Regulations is the basis of sand excavation management. Completing sand excavation management system and implementing ＂four specials＂ is the guarantee for sand excavation management. To strictly control illegal sand excavation is the main measure to keep order in sand excavation management. To lift ban gradually in permission areas and keep sand excavation in lawful order are the key of sand excavation management
