论河道采砂与控制的对立统一

Unity of opposites law reflected on sand excavation and control in river channels

维护河床的冲淤平衡、河道整治和经济建设的要求,需要合理利用砂石资源;而根据河势维护、防洪安全以及通航、水环境保护的要求,需要控制河道砂石资源的开采甚至禁采。《长江河道采砂管理条例》施行后,河道采砂与控制在科学规划、依法许可和有效监管下得到统一,目前长江河道采砂呈现出规范有序的局面。

When we rational make use of sand sources,it is necessary to satisfy the demand of keeping silt stable,regulating channels and economic factors. On the other hand,in order to protect water environment,maintain flood prevention safty ond navigation,we should take actions to sand excavation control. After the implementation of Regulations on Sand Excavation in Yangtze River Channels, sand excavation and control is achieved by scientific planning, licenses in line with laws and effectively supervision. Currently sand excavation in the Yangtze River channel is under an orderly regulation.
