摘要
我国正处于经济和社会的转型期,科技的进步和管理的创新强有力的推动着各个领域的改革和变革。人才是科技进步和经济社会发展最重要的资源,人力资源作为一种特殊的资苯性资源,对它的开发和充分有效地利用,是增加社会财富的真正源泉,也是社会良性运行的重要组成部分。拟以转型期我国人力资源开发存在的几个基本制约因素为切入,董,从国内开发和国际引入的两个纬度出发,试图为这些制约因素提供一个宏观解决思路。
Our country is on the transformation period of economy and society's development, and the technical progress and the management innovation powerfully is impelling each domain's reform. The talented person is the most important resources in technology and the economic society development, and HR take as one kind of special capital resources, and fully effectively useing it is the resource of increasing pulio h^alth, also is the social benignity movement important constituent. This article takes HRD's several basic restrictions factors as key points, embarks from two latitudes of the domestic development and the international introduction, attempts to provide a macroscopic solution mentality for these restriction factors.
