Ship ＂Guakao＂ actions,as a type of special Operational management,is a problem that have effected shipping safety management for long period.In this article,the author analyzed the causes of such actions,further disclosed the harms and lastly focused on the counter measures for eliminating such actions.Martitime administrations should actively show the right way.administer from all respects and treat it as a long term job to eliminate such actions .Thus the administrative target of increasing shipping safety level shall be achieved finally.
