Russia's Policy Evolution on Korean Peninsular and Its Position on Korean Nuclear Problem

朝鲜半岛事关俄罗斯的大国地位、国家安全和国家经济利益,对俄罗斯具有重要的战略意义。冷战后,受国内、国际等因素的影响,俄罗斯对朝鲜半岛的政策出现过一些波动,经历了由“亲韩远朝”向“朝韩并重”转变两个阶段。在朝核问题上,俄罗斯的基本立场是坚持朝鲜半岛无核化,主张通过政治和外交途径和平解决朝核问题,建议对朝鲜提供安全保证,使朝鲜放弃核计划。

Korean Peninsular has important strategic meaning to Russia because it relates to Russia＇ s power status, national security and economic interest. After the Cold War, Russia＇ s policy on Korean Peninsular has undergone the changes from ＂Proximate South Korea and Faraway North Korea＂ to ＂paying equal attention to the two Koreas＂. On Korean nuclear problem, Russia basic position is to persist in denuclearization of Korean Peninsular. It proposes to resolve the problem in a Political and diplomatic manner, and to provide security guarantee to North Korea and to urge it abandon its nuclear plan.
