摘要
随着改革的逐渐深入,农民由得到实惠最多到比较利益下降甚至利益受损,制度因素至关重要。保障农民利益,必须改革现存的土地制度、户籍制度、就业制度、社会保障制度,健全完善法律制度和乡村治理等制度。
As the reform＇ s progressively deepening, the peasants＇ comparative interests are falling, or damaging. The system is a very important factor. Ensuring the peasants＇ interests, we must reform the tenure of land, system of domiciliary register, employment system, social security system, and perfect the legal system and the village - administer system.
