从英国圈地运动看我国解决“三农”问题的长期性

Lingering Problem with China's Agriculture,Rural Areas,and Farmers: a Historical Perspective with UK's Enclosure Movement

当前,“三农”问题成为政府和社会各界关注的焦点。如何解决“三农”问题,我们应当有历史的眼光,借鉴前人的成功经验和教训。圈地运动曾经在一定程度上促进了英国的农业发展以及产业调整。比较之下,我们发现,解决“三农”问题的关键在于提高农业劳动生产率,实现土地规模经营和转移大批农村剩余劳动力。这是一个长期的渐进过程,但是我们应有明确的政策取向和制度安排。

Issue of ＂Sannong＂ （agriculture, rural areas, and farmers） is a hot topic nowadays in the arena of policy - making and academia. Historical perspective is valuable for soliciting solutions to the Sannong problems in China. The Enclosure Movement had once promoted the agricultural development and upgraded this agriculture. The scale of the agricultural economy and trans- fer of surplus rural labors are crucial for improving labor productivity in China＇ s agriculture. It would be a progressive process and a long way to go. Nevertheless, policies with right direction and appropriate institutional arrangement should be installed to kick up the process.
