基于满意度决策理论的玛纳斯河取水权分配研究

Study on water rights allocation in Manas River based on satisfactory decision-making theory

新疆玛纳斯流域是新疆最大的绿洲农耕区,该流域自然环境特点和社会经济发展在新疆均具有典型的代表性。玛纳斯河水权分配是玛纳斯河水资源管理改革的重要部分。探讨了明晰玛纳斯河水权的意义,进一步构建了水权分配的指标体系。为解决多地区多目标的决策问题,本文建立了基于满意度决策理论的水权分配模型。采用该方法对玛纳斯河水权进行了分配,获得了较为合理的结果。

Manas river valley is the biggest agricultural area in Xinjiang, the natural environment and economic development of Manas river valley is typicality. Water rights allocation of Manas river is important part for the management reform of Manas water resources. At first, the paper discussed the significance and the importance of water rights, then established an index system of water rights allocation. Based on satisfactory decision-making theory to develop the model of distribution of water rights, abtained reasonable results for applying the model to water rights allocation of Manas river.
