This paper expounds the fights and duties of the library and the readers determined in our country＇s relevant laws and regulations, analyzes on the influence of the managerial concept, social progress, market economy and other factors on the partition of the rights and duties of the library and the readers, and points out that the library and the readers should respect the fights and duties of each side, and establish the harmonious relationship commonly.
