摘要
情报部门是一个较为特殊的部门,对人力资源的使用直接决定着其安全与否。然而,情报部门对于人力资源投资存在着很大的不确定性,主要包括购买人力资源和使用人力资源两个环节,一旦把握不好,就会使部门遭到巨大损失。在信息博弈理论的基础上,对情报部门人力资源的投资风险进行了博弈分析,并提出了约束人力资源、减少情报部门风险的相关对策。
The information department is a more special one, the utilization of the human resource determines directly its security. However, there are many uncertain factors in the investment of the human resource in Information department, which mainly include the purchasing and utilizing the human resource, if the Information department has no certainty of controlling the two links, it would sustain big losses. Based on the information game theory, this paper makes the game analysis of the information department's human resource investment decision risks, and puts forward some relevant countermeasures for restraining the human resource and reducing the risks of the information department.
