我国经济要继续保持15年的高速增长，已往的经济政策思路必须作适当的调整。调整的重点在五个方面：支持社会主义新农村建设，公共财政应覆盖农村；扩大内需的重点应从刺激投资转向刺激消费为主；西部大开发应在加大财政转移支付的同时进一步拓宽融资渠道；国企改革继续完善治理结构，必须改组股东会；政府改革应先易后难，以职能归位为突破口。
