Institutional Obstacles to Deepening Financial Reform and Countermeasures

我国金融资源供给不足的金融约束虽已基本解除，但金融资源的配置效率依然较低，金融发展中存在着金融结构单一、金融垄断程度高、金融管制严格和金融风险集中等问题。上述问题的根源在于传统金融体制的制度缺陷，这种制度缺陷主要包括政府主导的行政金融体制、市场竞争中的制度歧视和社会信用文化的缺失。制度缺陷已经成为金融深化进程中的主要障碍，必须采取相应对策，消除我国金融深化和金融发展的制度羁绊。

The restriction of China＇s financial resource supply shortage has been removed by and large, however, the distribution efficiency is still low. It exists some problems such as simplex financial structure, high-extent monopoly, strictly financial regulation and centralized risk. The factors that caused problems above is defect of traditional financial institution which includes mainly administrative financial system dominated by government, institutional discrimination in market competition and absence of social credit culture. Institutional defect has become the vital obstacle of finance deepening; therefore, ifs necessary to take relevant measures to remove these institutional obstacles.
