Market-oriented Reform of Urban Sewage Disposal： an Example

城镇生活污水处理行业在我国属新兴产业，由于体制、机制、管理上存在的一些问题，制约了当前污水处理设施作用的发挥，进而影响整个行业的健康发展。以重庆为个案，经过广泛深入的调查研究，提出政（事）企分开，厂网分开，市、区县（自治县、市）两级管理，放开污水处理市场的政策建议，用市场化手段来化解各级政府在城镇生活污水处理上所面临的困难。

Urban domestic sewage disposal is a nascent industry in China, owing to some problems in system, mechanism and management, the domestic sewage disposal equipments＇ functions are restricted, and so is healthy development of the whole industry. Taking Chongqing for example, through a comprehensive and deep investigation, some suggestions are brought forward, such as separation of enterprises （affairs） from administration, level-to-level management between municipality and district （county）, and deregulating the market of domestic sewage treatment, to resolve problems faced by governments at various levels in urban domestic sewage trcatment with marketization.
