按成品油价格市场化程度,将所研究的国家和地区分成成熟市场化、已初步市场化和未市场化三类。发现高油价下,市场化国家和地区炼油毛利基本是增加的;而未市场化的墨西哥和中国,由于政府控制成品油价格,使炼油毛利减少。与主要国家和地区相比,2002年以来我国的汽柴油平均零售价格水平和税收水平均处于最低。
