摘要
住房货币化改革是逐步转变住房分配机制,实现住房市场化和社会化的关键。贵阳住房货币化改革模式以其重新分配住房资产,房价房租同步提高到微利水平,既重视效率又关注社会公平而引起普遍关注。本文运用政策执行的理论,分析贵阳住房改革的过程,着重论述影响贵阳住房货币化改革政策创新和执行的种种因素,在此基础上分析了贵阳住房货币化改革的政策意义,并提出克服目前贵阳房改执行困难的政策对策。
The reform of housing monetarization is crucial to the step - by - step realization of housing commercialization and socialization. The Guiyang housing model is known for its redistribution of housing assets, with an increase of both rent and house price to a level that involves low profits, and an improvement in both efficiency and social justice. Therefore, it attracts great attention. This article purports to explore the process of local policy innovation and implementation of housing monetarization reform in Guiyang from the perspective of policy implementation with a focus on the exploration of key factors affecting the process. Based on this, it ends with revealing how to policy implications of the Guiyang housing monetarization reform and puts forward some suggestions on overcome the current difficulties facing the reform.
