乡镇政府的“撤”与“改”——兼论社会主义新农村建设中乡镇政府职能的重新定位

On Reforming or Removing Township Governments——Reorientation of Township Governments' Functions in Building Socialist New Countryside

农村税费改革的实施,使乡镇政府的存续受到了很大的冲击,乡镇政府到底是撤销还是进一步改革,许多专家学者提出了不同的见解及观点,立足建设社会主义新农村,在借鉴专家观点的基础上,以生产发展、生活宽裕、乡风文明、村容整洁、管理民主为具体要求,重新界定乡镇政府职能。

With the tax -for- fees reform in the rural areas, township governments are under great pressure. Opinions vary among scholars on whether township governments should be removed or reformed. Based on the concept of building socialist new countryside and drawing on experts＇ viewpoints, this paper attempts to redefine the functions of township governments with an eye on such specific requirements as developing production, improving people＇s life, enhancing civilization level, keeping the villages clean, and managing democratically.
