由于现行的农业经营制度在相当程度上制约了农村人口、资源与生态环境的可持续发展,并进而影响到整个国家经济与社会的可持续发展,因此,实践中有必要在农地使用制度、农业资源有偿使用制度、农业产业经营制度、农村社会保障制度等方面,对现行的农业经营制度进行变革与创新。

The current agricultural management system has, to a large extent, restricted the sustainable development of rural population, rural resources and ecological environment and has thus affected the sastainable social and economic development of China. Therefore, it is necessary to reform and innovate current agricultural management system in aspects such as land use policy, compensated ase of agricultural resources, agricultural industry management system, social security system, etc.
