摘要 如何科学地定量评价循环经济的发展水平是循环经济的一个基础理论问题。本文探讨了生态效率与循环经济之间的关系,以生态效率指标为基础,建立了我国循环经济评价指标体系。该指标体系突出强调了循环经济的生态效率目标,基本涵盖了循环经济的主要内容,体现了循环经济的核心内涵、“3R”原则和本质要求,能够全面、客观反映循环经济发展的状况和程度,为政府决策提供科学的依据。 How to evaluate the developmental level of circular economy scientifically is a fundamental problem of circular economy theory. The relationship between eco-efficiency and circular economy was studied in this paper. Evaluation indicator system of circular economy in China was established based on eco-efficiency, which emphasizes its goal of era-efficiency, covers its main content basically, incarnates its core connotation, "3R" principles and essential requests, can reflect its developmental level objectively, and provide the scientific basis for government decision.
