从内涵上看,生态效率化是中国共产党十六届五中全会规划建议的“十一五”时期我国经济社会发展的重要目标之一。要推进现代农业建设,发展高产、优质、高效、生态、安全农业,就必须追求生态效率,采取措施提高区域农业生产的生态效率,发展生态效率型农工一体化产业,培育生态效率型农户。
