进入21世纪,我国经济的新一轮高速增长遭遇了能源瓶颈,我国能源发展步入一个新的转折时期。要完成我国政府确立的到2020年基本实现工业化和全面建设小康社会的目标,必须从我国能源的基本国情出发,综合考虑世界能源科技发展进程,借鉴国际经验,选择“高效合理利用现有能源,积极开发新能源,发展循环经济”的能源发展战略。只有这样才能保障我国能源安全,解决能源瓶颈问题。

In 21st century, with the high growth of China＇s economy, its energy development enters a new transitional period. In order to realize the government goal witch including industrialization and comprehensive construction well-off society basically by 2020, it should be took into consideration that the basic situation of our national energy, the situation of international energy development, absorbing the advanced experience from the abroad and so on. And all of mentioned above are helpful for the security of our energy supply and solving the energy bottleneck in China.
