The Analysis of Institutional Causes in Hindering Public Policy Implementation and Its Countermeasures

公共政策执行在整个政策系统中具有至关重要的地位和作用。然而,由于各种主客观因素的影响,公共政策在执行过程中往往容易出现阻滞现象,严重影响了政策目标的有效实现。以制度分析学派的观点为视阈,从正式制度和非正式制度两个向度分析执行阻滞产生的深层次原因,并着重从权力配置、监控制度、沟通机制、意识形态投入等角度探讨解决对策,不失为克服公共政策执行阻滞的有效的路径选择。

Public policy implementation is of utmost importance in policy system. However, public policy is frequently hindered in the implementation process because of various subjective and objective factors, which seriously influences the realization of policy objectives. We should analyze the deep causes of leading to implementation hindrance from two angles - formal institution and informal institution, and put emphasis on power configuration, supervision institution, communication mechanism and ideology input, etc to explore the countermeasures, which amount to an effective path selection to overcome implementation hindrance.
