This article points out the drawback of the Chinese basic standard of well-off society to physical health standard , highlights the social function of university and college P.E. in the course of building well-off society, and points out that university and college P.E. assumes not only the duties of giving students lifelong sports education, but also the responsibilities of serving communities through sports resources including talents, ground appliance and scientific information resources .
