通过分析证明监理取费费率低、压价竞争等因素均不是使监理业发展陷入困境的根源性因素，建立博弈模型分析现行制度框架下的监理市场两大主体的博弈行为，指出我国监理业发展陷入困境的根源性因素为强制推行制度。

Analysis shows the low supervision charging rates, competition with low prices and other factors are not root-reasons caused the supervision enterprises get into dilemma. In this paper game model is built to analyze the gaming behaviors of tow parts of supervision market under present economic system, which found coercive system is the root-reasons caused the development dilemma of supervision enterprises.
