针对水电工程决策的特点，在应用层次分析法解决这类多目标决策问题的过程中，对判断矩阵的定义进行了修改，引入了区间数判断矩阵的一致性概念，给出了一致性条件，进而用特征根方法确定权重区间，再根据各方案的指标值和权重区间计算综合评价值，并据此选择方案．实例分析表明，这种方法是有效的和实用的．

According to the characteristics of decision making for hydroelectric construction the definition of the judgement matrix is modified in the application of AHP to this kind of multiple objective decision, the concept of consistence of the interval number judgement matrix is introduced, the condition of consistence properties of the interval number matrix is proposed and the weight ranges ranges are given by the interval number eigenvalue method.Based on the weight ranges and index values, comprehensive value ranges of each alternative are obtained and the best one is chosen. The method is proved to be effective and useful in practice.
