西部新升本科院校办学资源整合模式的构建与实践

西部新升本科院校生存与发展所面临的资源匮乏是全方位的:信息决策资源的匮乏、人力(智力)资源的匮乏、财力物力资源的匮乏、时间空间资源的匮乏,要走出困境,必须创新。我院从学校资源实际出发,顺应高等教育社会化、综合化、国际化发展趋势,“立足地方,面向西部,放眼全国,心怀世界”,把人才培养、科学研究、社会服务结合起来,构建新升本科办学资源整合模式:“内建平台,外搭立交,整合优化,跨越发展”,即:通过构筑校内“人才培养、科学研究、社会服务”三座平台,搭建国内合作之桥、国际交流之桥、与社会互动之桥,以人力资源、智力资源整合为主旋律,创新发展战略,实现办学资源的全面整合与优化,创造良好发展环境,提升学院档次,形成良性循环,实现学院的可持续发展。

During their existence and development, new colleges and universities in west China are encountered with lack of information determination resources, human （intellectual） resources, financial and property resources as well as time and space resources. It is necessary to create in order to get rid of the predicament. According to the reality of its resources and in compliance to the contemporary development trend of higher education, our university, by combining students＇ training, scientific research and social service, sets up an optimization model of school -running resources for new colleges and universities, that is, by means of the three platforms of students＇ training, scientific research and social service, build a bridge for domestic cooperation, a bridge for international exchange and a bridge for social interaction, and with intellectual resources optimization as a theme and a creation and development strategy, realize an all -round optimization of school -running resources, create an environment helpful to development, raise the university＇ s status and form a good circulation in order to realize a sustainable development of the university.
