摘要
企业的人力资本应是知识、能力等的主要凝聚者。在现代市场经济下,商业银行的人力资本应是指熟悉金融业及相关行业的职业管理者、业务骨干及专业科研人员。人力资本效率最大化需要有效的管理,管理的核心就是有效的激励和约束。我国商业银行从以下几个方面着手建立人力资本激励约束机制: (一)紧紧围绕商业银行的经营战略,建立权、责明确、薪酬级差明显的内部岗位职等体系; (二)建立科学合理的绩效考评体系,实行长短期各种方式有机结合的人力资本综合激励与约束; (三)形成系统的人力资本精神激励机制,塑造“家园”式企业文化,实现企业与人力资本共同发展; (四)努力向“学习型”企业转变,为人力资本成长提供良好的生态环境。
The human capital of an enterprise is found in the knowledge, competence, etc. of an enterprise. It has striking characteristics of environment, and how to play its role depends on its specific location and role in a certain context. In the modern market economy, the human capital of commercial hanks is professional administrators good at finance and the concerned knowledge as well as professional backbones and professional scientific research fellows. It needs effective management to play the maximum role of human capital, and the core of management is encouragement and control. Commercial banks in our country build a mechanism of encouragement and control for human capital in the following ways: A. According to the business strategy, establish right & duty declaration as well as pay difference, specify the important role of human capital in an important position and give human capital a chance to get promoted; B. Build a reasonable system of performance evaluation and practice long - and - short - term comprehensive encouragement and control; C. Form a systematic mechanism of encouragement for hu- man capital, create a home - style culture for an enterprise and realize a co - development of enterprise & human capital, and D. Shift to a learning - style enterprise and provide a good ecological environment for the growth of human capital.
