Increase the Income of Farmers in the New Stage:Problems and Suggestions

一、新阶段就是农民收入增长难的阶段 ,难就难在进入市场经济以后 ,影响农民收入增长的因素已经越来越多 ,涉及到农业生产中的矛盾、农村改革中的矛盾、农村稳定中的矛盾 ,和与此相关的城市经济、国民经济中的矛盾。这些矛盾相互交织、千丝万缕 ,形成“乱麻团效应” ,制约着农民收入的增长。二、导致农民收入增长难的几对突出矛盾 :城乡经济发展中二元经济结构的矛盾 :小规模经营与大市场的矛盾 ;农业对资金的需求与政府供给不足的矛盾 :农产品供给结构与市场需求结构的矛盾。三、解决农民收入增长难的几点举措。新阶段农民收入增长难 ,难就难在进入市场经济以后 ,原来在计划经济条件下抓农业生产的一套办法不行了 ,而新的办法正在探索之中。

Part 1 discusses the difficulties of increase of income of farmers in the new stage of development. After entering the market economy, the factors to determine the income of farmers is increasing and there are also many contradictions in the agricultural production, rural reform, rural stability as well as national economy. These factors and contradictions are restraining the increase of income of farmers. Part 2 studies several contradictions to restrain the increase of income of farmers： contradiction of two - tier economic structure in the development of urban and rural areas; small scale of production and large market; increasing demand for capital from farmers and shortage of supply of capital from government; supply structure of agriculture production and demand structure of market. Part 3 puts forward several suggestions of policy to solve the difficulties for increase of income of farmers. The old policies to increase income of farmers under the planning economy have not been useful when entering the market economy and the new policies are explored.
