摘要
公务员法的颁布与实施,是我国公务员管理史上的重大创新,它无疑会使我国公务员管理全面规范化和法制化。文章从分类制度、更新制度、引入制度、管理制度以及提高公务员主动性的制度等五个角度解读公务员法的创新。在分析制度缺失的基础上,从公务员权益保障、公共精神塑造、公务员管理的开放性和公务员能力的提高等四个维度展望了公务员法的社会效应。
The promulgation and implementation of the official law is the significant innovation in our country official's management history. There is no doubt it can make our official's management comprehensive standard and legal. The article analyzes the innovation form the classified system, the renewal system, the introduction system , the management system as well as the official encouragement system. In the foundation of analysis about system flaw, the article forecasts society effect of the official's law from the safeguard of official rights and interests, the moldment of public spirit, the enhancement of the openness and the officials ability and so on .
