印度煤炭勘探管理体制及对我国的启示

印度煤炭资源丰富,是煤炭生产大国,其煤炭工业政策法规比较完善、煤炭勘探管理体制比较健全,对我国有借鉴意义。借鉴印度的经验,我国的煤炭工业及勘探管理体制应是以市场为导向,以经济效益为中心,以人才和技术发展为支撑,以混合型控股为出发点,在巩固和扩展煤炭地勘延伸业现有市场地位的基础上,加大勘探设备和其他矿种的研究力度,培养不相关产业的经济增长,与同行企业合作或结盟,力争实现勘探工作的综合化和企业生产的规模化,最终实现国际化经营。

India is a country with abundant coal resources and the large-scale coal exploitation.There are relatively improving law and regulation system and exploration management system in Indian coal industry.Use the Indian experience for reference,China should reform its coal industry and its exploration management system in the next direction: market-oriented;focus on the central task of economic returns;introduce talents and technologies;implement shareholding reform;at the same time of expanding coal industry development pay attention on other industry development;strengthen cooperation with other enterprises in coal industry and implement comprehensive and large-scale production and merger and acquisition strategy,at last realize internationalization operation
