文章在分析矿难频频发生和矿工源源不断的供给现象的基础上,构造了企业成本收益模型和矿工效用函数,指出大量隐性成本的存在是矿难的根源。市场调节和政府运行层面的管制都不能解决问题。矿业权在市场上公开拍卖和用严刑峻法保障矿业权的实施才是从根本上解决矿难问题的途径。

The paper analyzes the reasons coursing many mine disasters and the phenomena that many non-technological people want to be mineworkers.Then the paper try to establish mining enterprises' benefit-cost model and the utility function of mineworker,points out the root of the mine disaster consist in that much concealed cost exists.Neither market nor government adjustment can resolve the problem.The effective approach to resolve mine disasters is by next ways: mining rights should be owned only by vendue and the implement of mining rights should be safeguard by cruel torture and severe law.
