摘要
科技创新团队是大科技时代实现科技创新,提高科技创新效率,提升企业、区域和国家竞争实力的组织保证。目前,我国还没有专门建设科技创新团队的法规政策,科技创新团队还缺乏有效的管理。本文认为,根据我国产业发展的现状和趋势,应合理设计创新团队的宏观布局,建立跨学科、跨部门、跨地域的开放式科技创新团队。同时,要加强新兴的科技创新团队的管理体制和运行机制的研究工作,科学实施科技创新团队的分类管理和科学的多层次目标系统管理,建立健全灵活合理的选人用人机制和激励约束机制。
Science and technology innovation team( STIT) is a kind of organization, which can ensure the innovation of Science and technology, the increase of efficiency of innovation of Science and technology and the competence of enterprise, region and country. Nowadays, there are no sepecial policies to build STIT. The management measure is also not efficient. According to the current situation and tendency of Chinese industry, we should rationally design the macroscopical distribution ;build trans - discipline, trans - department and trans region' s STIT. At the same time, the follows are necessary, to strengthen the study on management and running mechanism of STIT, to carry out the classified and multilayer objective systemic management, to set up the flexible and reasonable mechanism of selecting, employing, inspiriting and obligating.
