河南省应该从显示、教育、研究、欣赏、使用等方面,充分挖掘已知的、地下的、失传的等历史文化资源及其价值。有意的人为破坏、自然界的力量、社会的发展,都可以导致历史文化资源的消亡。对于由此而造成的濒于消亡的历史文化资源,河南省应该区别情况,采取不同的措施,积极拯救。

Henan should fully exploit known, underground and lost historical cultural resources and theirs worth by display, education, research, enjoyment, use, etc. Man -made intentional damage, natural forces and the social development could make the historical cultural resources die out. To the resources that are on the verge of extinction, Henan should distinguish among differing cases and rescue them actively by adopting different measures.
