Fresh Water warfare

淡水资源的有限性,分布不均,同时工农业和生活用水的急剧增长,淡水资源遭到破坏和浪费,导致全球淡水资源危机加剧。围绕淡水资源问题引起主要的两个竞争:国际竞争和内部竞争。解决竞争的手段应该是合作和协商解决国际争端,实行水管理方法,同时开源节流。

The distribution of fresh water in the region, the time and the space is not equilibrium. In the same time the water requesting arrival a larger scale, and fresh water resources are damaged from time to time. It leads to a deeply water crisis. With the fresh water crisis there are two warfare or competitions： international warfare and domestic competition. To settle the warfare or competitions, international coordination is a very important method and the water managing is also good way. Developing new fresh water resources and saving water are essential for settle water crisis now.
