“十一五”期间江苏省信息资源整合的对策研究

Research on Solutions for Integrating Information Resources in Jiangsu Province during the 11th Five-Year-Plan

信息资源整合是江苏在“十一五”期间经济与社会信息化发展的重要任务。提高认识、认清问题、寻求对策是做好信息资源整合工作的基础。从探讨信息资源整合的必要性和基本原则入手,分析了江苏信息资源整合面临的主要问题,提出了促进“十一五”期间江苏信息资源整合的十项对策:创造有利于信息资源整合的良好环境;制定切实可行的信息资源整合规划;整合人口、法人单位、空间地理和宏观经济基础数据库;完善政府信息发布机制;建设全省统一的、基于网络的、面向公众的信息服务平台;促进政府、企业与社会服务信息资源的整合;推动信息资源的商业化开发和利用;引导公众合理应用与消费;加强信息资源安全管理;以信息资源整合推动政府改革的深入与发展。

An important task for Jiangsu Province to develope its economic and social information during the 11th Five-year Plan is to integrate information resourses, which is based on a better consciousness about the problems and sound solutions. Starting with the exploration of necessities and basic principles, the paper analyzes the major problems in the integration of information resources in Jiangsu Province, proposes ten solutions to promote the integration of information resources during the 11th Five-year Plan, namely, creating advantageous environment;formulating feasible layout; integrating the basic databanks of population, corporation units, spatial geography and macroscopic economy; perfecting government information issue mechanism; constructing web-based, public-oriented provincial information service platfrom; promoting the information integration of governments, enterprises and social services; promoting the commercialization and utilization of information resources; guiding reasonable applications and consumptions; strengthening salty control of information resources; and driving the government reform through the integration of information resources.
