警察权是一种强大的国家公权力,现实生活中时有被滥用而侵犯公民权利的现象,有必要对其进行规制。应从加强权力配置的立法控制、改革权力运行管理体制、健全监督和司法审查机制、强化公民权利的程序性制约等方面来规制警察权的行使。

Police power is a strong public power which is likely to be abused to infringe civil rights, so there is a need to regulate it. The exercise of the police power should be regulated by strengthening the legislative control of the power allocation, reforming the administration of its exercise, improving supervision and judicial review, and strengthening the procedural restraint of the civil rights.
