摘要
公共部门绩效评估在具体实施过程中出现不少问题,主要表现在评估主体单一化、评估指标体系不够全面科学、评估程序随意性较大及定性评估方法运用过多等。完善公共部门绩效评估体系,保证评估结果的合理有效,应建构多元化的评估主体、选择科学的指标体系、设计规范的评估程序、运用定性和定量相结合的综合评估方法。
Lots of problems occur during the implementation of performance evaluation of public sector. The principal aspects are as follows: the single main body of evaluation; the unscientific index system of that; much randomness of the process, and the abuse of qualitative analysis. To improve the performance evaluation system of public sector, and to make merit rating result more reasonable and effective, plural patterns of main body should be constructed; scientific index system of that should be chosen; process of that standardized, finally, qualitative and quantitative analyses combined.
