摘要
作为对市场和政府在提供公共物品存在双重失灵的积极回应,第三部门应运而生,但第三部门提供公共物品时,也存在失灵的问题。成功的制度安排在于建立政府和第三部门之间的伙伴关系,在提供和生产公共物品时使二者做到扬长避短、优势互补。政府通过合同外包、特许经营、补助等方式,使第三部门成为部分公共物品的生产者,政府则承担购买者和管制者的角色。
As response to the failure of government and market in delivering public goods, the third sector comes forth, still has its own failure while delivering public goods. A kind of successful arrangement is to set up a partnership between government and market, to make full use of their advantages and supplement each other. By such means as contract, special permission and subsidy, the government acts as buyers and controllers, and on the contrary, the third sector works as the producers to provide part of public goods.
