As for railway leap-forward development, capital management is one important link. In order to strengthen railway capital management and enhance supervision and management of capital safety, we should specify supervisory responsibility of railway capital safety management, conduct budget control over, and improve capital utilization efficiency; through establishing supervisory system that ensures capital safety and optimizing internal control system, set up capital risk prevention system; through advancing comprehensive budget management, etc., enhance capital risk prevention measures.
