首先从4个方面阐述了制定《南京市城市排水管理条例》的必要性,然后介绍了《条例》起草的3方面依据及起草过程。同时还阐述了《条例》起草遵循的行政合法,行政合理等5方面原则。最后,重点介绍了《条例》8个方面的主要内容。

The paper firstly states the necessity for working out 'Rules of Urban Drainage Management in Nanjing City' in four aspects,then it introduces three aspects of drafting basis of the 'Rules' and the drafting process.At the same time,it states the principles in five aspects followed by the drafting of 'Rules' such as administration legality and reasonableness etc.At last,it mainly introduces the main contents of the 'Rules' in 8 aspects.
